4.1 Role's and responsibilities of Child FIRST staff
Child FIRST Program Manager
The Manager will be responsible for:
  • Supporting the development and implementation of an integrated approach to intake services both within Child FIRST and externally that reflects the agreements of the Alliance and supports the best outcomes for children, their families and communities.
  • Liaison with DHS Community Care Partnerships and Child Protection Services on key operational aspects of the service - including areas related to program and funding agreements.
  • Ensuring practices within Child FIRST comply with relevant legislation, funding and service agreements and other external requirements.
  • Providing management leadership to the people, financial and capital resources of Child FIRST. This position will supervise the Child FIRST Team Leader to reinforce development of an integrated service.
  • Identifying and participating in program development and research - and evaluating service development opportunities and options to meet the identified and emerging needs of children their families and communities.
  • Participating in Executive and Operations Group meetings and activities.
  • Providing program reports to the Executive  and Operations Group as required.
  • Participating in the development of broader sector policy and advocacy activities particularly related to Child FIRST and Family Services.
Child FIRST Team Leader
  • The Team Leader will be responsible for:
  • Ensuring effective functioning of the Child FIRST intake unit and staff team - including providing supervision, support and leadership.
  • Supporting intake workers to assess clients' needs in complex situations, investigate options available to clients, and determine the most appropriate response / intervention.
  • Developing, managing and monitoring referral, intake and allocations systems and work practices.
  • Supporting sub-catchment based interagency allocations processes within agreed Alliance policies and program guidelines.
  • Providing regular reports to the Operations Group and to the Executive on key indicators such as referrals, case allocations, priority targets, agency capacity and throughput.
  • Identifying emerging issues and concerns regarding Child FIRST as required (including operations, demand and risk management issues) to the Child FIRST Program Manager, Operations Group and Executive.
  • Providing consultation to allocations workers in DHS-funded family service provider agencies regarding referrals and allocations matters - including appropriateness or difficulties.
  • Maintaining effective communications and working relationships related to Child FIRST operations - between Alliance partner organisations and DHS Loddon Mallee Region Community Care Partnerships and Child Protection Services.
  • Maintaining efficient data systems and reports to the Operations Group, Executive and DHS.
  • Developing and implementing promotion and community education activities and resources.
  • Acting in the capacity of the Child FIRST Manager as required.
Child FIRST Intake Workers
Child FIRST Intake Workers will be responsible for:
  • Initial screening / intake processes.
  • Completing all IRIS data requirements.
  • Consulting with Team Leader or Manager regarding necessary responses including “high priority” or “awaiting allocation” clients.
  • Assessing appropriateness of client/family visits (e.g. where required to gain consent and/ or progress a referral) to best engage a family.
  • Completing risk/needs assessment over the phone or via a home visit if necessary.
  • Undertaking and supporting crisis management functions.
  • Maintaining contact with families until allocation.
