5.1 Child FIRST role in allocation
All referrals in the catchment are subject to consistent allocation, prioritisation and demand management processes, regardless of whether the referral is received at Child FIRST or local agencies.
 
Child FIRST has active authority for:
  • Receiving weekly capacity reports from partner agencies; (fortnightly minimum)
  • As for all partners, open dialogue/consultations about thresholds for significant well being concern and appropriateness for Family Services role
  • Consulting with Community Based Child Protection as required
  • Allocation decisions for all urgent cases received through any catchment intake as soon as possible
  • Allocation to local agencies for short-term roles that may include initial outreach contact with families. 
  • Advising local agencies of other Child FIRST referrals for weekly LGA allocation
  • Receiving from local agencies a count of all direct agency referrals occurring in LGA
  • Reporting Child FIRST activity to NCVFS Alliance Operations and Executive Groups.
Child FIRST has administrative authority for:
  • Listing all significant well being concerns cases in the catchment (User code SWB, date and agency ID)
  • IRIS and re-allocation of all cases that are referred via Child FIRST -  includes allocations from local agencies  for ongoing service
  • Receiving imports to update Child FIRST IRIS with service activity of allocated (tracked) cases at closure or as automated through IRIS at time of DHS export
  • Closure of Child FIRST cases at completion of all partner activity in relation to the case
  • Recording a count of all allocation decisions in the catchment (Child FIRST referrals and LGA referrals).
